In Wales, there are three types of Goods Vehicle Operator’s Licences:
Standard International Licence – Allows operators to carry out both national and international haulage operations.
Standard National Licence – Permits hire and reward haulage operations within the UK only.
Restricted Licence – Enables businesses to transport goods for their own use as part of their operations, rather than for hire or reward.
A Standard International Operator’s Licence Wales allows businesses to transport both their own goods and goods for others, for hire or reward, within England, across the UK, and on international journeys.
Operators holding a Standard International Licence will also receive Community Licences, which are required for hire or reward operations within or through EU countries. These licences must be carried in the vehicle during such journeys. (Further details on Community Licences are provided below.)
To obtain a Standard International Operator’s Licence UK, you must meet financial and establishment requirements in the UK. Additionally, both you and your transport manager must satisfy the requirements for good repute and professional competence.
Important: Community Licences do not cover journeys to non-EU countries, where additional permissions or special authorisations may be required.
A Standard National Operators Licence Wales allows you to transport both your own goods for business purposes and goods for others for hire or reward across the UK, including Northern Ireland. Additionally, it permits you to carry your own goods internationally.
This licence also enables you to haul loaded trailers to and from UK ports, provided that your vehicle itself does not leave the UK.
To obtain a Standard National Operators Licence UK, you must meet the financial and establishment requirements within the UK. Furthermore, both you and your transport manager must demonstrate good repute and meet the professional competence requirements.
A Restricted Operators Licence in Wales permits businesses to transport their own goods for business purposes within the UK, including Northern Ireland and the EU. Unlike a Standard Operators Licence, a Restricted Licence does not require the holder to meet the professional competence requirement, and the financial standing requirements may be lower.
However, operators holding a Restricted Licence must still comply with the same operating rules and regulations as those with a Standard UK Operator’s Licence.
To obtain with a Welsh Operators Licence, you must demonstrate to the Traffic Commissioner that you have sufficient financial resources to operate your business legally and effectively.
Acceptable proof of financial standing includes a bank or building society balance. You must provide original bank statements covering a continuous 28-day period, with the final balance dated no more than two months before the application is received by the DVSA. If applicable, evidence of an overdraft facility can also be submitted as part of the financial assessment.
